The questions readers want answered about PG&E bills

Here's a list of the questions I've collected so far about PG&E's "departing load" charges now going out to MID customers.
I'll be answering some of them in a story this Saturday. If you have one to add to the list, post it in comments or e-mail me at lalbrecht@mercedsun-star.com.
1. Why am I being charged for these New Municipal Departing Load charges?
2. How is the amount of charges determined?
3. What does "New Municipal Departing Load" even mean? What does "load" mean?
4. How long will I have to pay this bill?
5. Where does the money go?
6. I can't afford this bill. What are my options?
7. I'm angry about this bill. Who can I complain to?
8. There's a mistake on my bill. What do I do?
9. What happens if I don't pay my bill? What action will PG&E take against those who do not pay the "departing load" bill? Will they ding our credit ratings or turn us over to collection agencies?
10. If I don't pay the NMDL charges, will my credit rating be affected?
11. If I'm a PG&E gas customer and I don't pay the NMDL charges, will PG&E turn off my gas?
12. Could a new ruling by the Public Utilities Commission or state legislation change this bill?
13. I've heard other publicly-owned utilities are paying some customers’ NMDL charges. Is Merced Irrigation District considering this?
14. Was MID given a grant to pay for the fees?
15. If PG&E can bill MID’s customers, can MID bill PG&E’s customers?
16. Why didn't the state Supreme Court hear MID's lawsuits fighting the charges?
PG & E fees unfair

I think that these fees are totally unfair and unjust. I'm sure many of us that are now being charged these department load fees or whatever they are being called for the 2001 energy crisis were in fact PG & E customers in 2001 prior to becoming MID customers. I know my husband and myself were. We paid huge bills through that energy crisis and now because we moved into a new home in 2003 we are yet being charged again. We did not choose to have MID, we were told when we purchased the home that that's who our energy provider would be. We were also not disclosed at the time of purchase of any such possible future fees like MID says they left up to the builder to disclose. Also in all of my PG & E letters that I received and at the public hearing the PG & E representative referred to the charges as being about $9.00 a month for the next 3 years. Now when I received my first bill it's not $9.00 a month it's $15.68 and now there's a possibility that we could be charged these outrageous bills for services that we did not use until 2022. How did the CPUC ever find this fair for anyone but PG& E and themselves and what judge in the supreme court threw this out with no explanations? I'm thoroughly disgusted with PG & E, the court system, and MID for not taking the responsibility to disclose this to us when we activated our account.
